Organizations' Application of XML (COAX)

- The XML Working Group has been chartered by the CIO Council to undertake
four activities
- Identify pertinent standards and best practices
- Seek partnerships with key industry and public interest
groups
- Seek partnerships with existing communities of interest within the
Federal Government
- Conduct results-oriented education and outreach
- Rendition of E-records in well-formed XML addresses twin accessibility
problems
- Immediately, on the Internet, including by disabled persons (Section 508)
- Over the long-term as technology evolves and changes (NARA's ERA)
- Myriad XML lexicons (vocabularies) are being developed by specialized
interest groups
- Registry & repository of XML data elements, DTDs, and schemas
- Needless redundancies and inconsistencies can be discovered and avoided
(ISO/IEC 11179)
- Vendors can readily incorporate the required elements into their COTS
products
- Registry links
- Defense Information Systems Agency (DISA) registry
- XML.gov?
- Standard & Optional Forms (SFs & OFs)
- Information collection burden-reduction process (PRA &
GPEA)
- Partnership(s) to extend Legal XML?
- Legal citations (classification scheme, "metatags")?
- "Data" dictionary of legal terms?
- DTDs &/or schemas for markup of
- U.S. Code (USC)?
- Legislation & legislative history (committee reports &
Congressional Record)?
- Federal Register (FR), public comments, & Code of Federal
Regulations (CFR)?
- Agency policy implementation documents?
- SAPs & other agency legislative policy statements?
- Congressional hearings (requests, agency responses, testimony)?
- What could be more "inherently governmental" in the interest of We the
People?
