To provide a basis for my presentation today, let me establish the context. First, what are we doing? Second, why are we doing it? And, third, how am I proposing that we do it?
The CIO Council's Emerging Technologies Subcommittee has been charged with developing a process whereby the emerging technology life-cycle can be managed on a governmentwide basis. We aim to dampen the hype cycle and accelerate the "time to market" for innovative information technology components. The objective is to enable more efficient and effective communication for the benefit of CIOs and other .gov decision-makers, as well as for vendors, integrators, and other proponents of technology components, particularly new and innovative technologies. We are proposing that the process -- particularly the early stages -- be implemented on a widely distibuted basis, capitalizing on the potential of XML and related standards.
