http://www.itinfrastructure.gov/home/vision.shtml Information Technology Infrastructure Optimization Initiative Line of Business IOI LOB A Government-wide, optimized and cost-effective IT infrastructure enabling agencies to focus on their core missions and enabling improved government-wide customer-centric services. The Infrastructure Optimization Initiative (IOI) puts in place a Government-wide approach for measuring and optimizing agency infrastructures to enhance cost efficiency/service level and better enable core Agency missions and customer-centric services. While the IOI provides the standardized framework for comparing performance across the Federal Government, Departments/Agencies remain responsible for choosing appropriate strategies for optimizing their commodity infrastructure cost efficiency/service level metrics. The IOI does not mandate how Agencies optimize their infrastructure – it will provide tools for Agencies to leverage. 1 Cross-Agency/Program Interoperability IT Infrastructure enables interoperability of functions across agencies and programs. 1.1 One-Stop Interface Provide single face to customers/one-stop 1.2 Infrastructure Interoperability Users of the infrastructure realize interoperability of functions across all sectors, partners, and government levels. 1.3 Nonproprietary Standards and Implementations Proprietary standards and implementations do not impede interoperability of common services. 2 IT Infrastructure Optimization IT infrastructure is optimized to enable collaboration within and across agencies, sectors, and government levels. 2.1 Collaboration Standards Establish the minimum standards to enable collaboration. 2.2 Security Capabilities Develop the capability to support multiple security levels. 2.3 Awareness and Commitment Improve optimization awareness and commitment 2.4 Information Exchange Mechanisms Establish seamless and efficient mechanisms for information exchange across users of infrastructure. 3 IT Commodity Cost Reductions Through reductions in total cost of commodity, IT infrastructure savings realized from baseline infrastructure investments will be better aligned with agency missions. 3.1 Lower TCO Reduce the total cost of ownership. 3.2 Performance Indicators and Metrics Establish key performance indicators and metrics while not degrading performance and while optimally improving services to users. 3.3 Service Level Agreements Establish actionable service level agreements. 3.4 Unit Cost Structure and Standards Establish transparent and comparable unit cost structure and standards across infrastructure providers. 4 Governance IT Infrastructure investment is governed to achieve agency mission and government-wide goals. 4.1 National Requirements Be responsive to changes in national requirements including presidential directives and government-wide initiatives. 4.2 Modular Approach Use modular approach to design and acquisition of services. 4.3 Shared Approach to Emerging Technology Take a shared approach to identifying, evaluating and selecting new technologies, methodologies and services within commodity infrastructure. 4.4 Security and Privacy Standards Create operational security and privacy standards to foster cross-agency confidence in the infrastructure common services’ implementation of federal guidelines. 4.5 Scalability Provide scalable capabilities to meet needs of different size organizations.
