Its purpose is to enable referencing of related organizations, missions, goals, objectives, and stakeholders across multiple plans.  The child elements of the Relationship element include Name, Description, and Identifier.  The controlled vocabulary of allowable terms that may be used to name types of relationships include "broader," "narrower" and "peer".  Usage of the Relationship element is optional and repeatable.  If the Relationship element is used, usage of the Name child element is required and limited to exactly one instance.  However, since the Relationship element is repeatable, it may used as many as three times, once for each type of relationship.  If the Relationship element is used, usage of the Identifier child element is also required and repeatable in the event that the same relationship may be applicable to more than one other instance of the element to which it refers.
